What Albanian law actually says

Albania criminalizes cannabis under the Criminal Code (Law No. 7895/1995 and subsequent amendments). Cannabis is classified as a narcotic substance, and possession, use, cultivation, import, export, and sale are all prohibited.

Critically, Albania has not decriminalized personal possession of cannabis. This distinguishes it from countries like Croatia, Portugal, or the Netherlands. In Albania, being found with any amount of cannabis can result in arrest, criminal prosecution, a fine and/or imprisonment, or deportation for foreign nationals.

Albanian law does allow courts to exercise some discretion regarding personal use quantities, and in practice prosecutors sometimes treat small amounts differently from trafficking. However, this is at the discretion of the individual officer and prosecutor — it is not a guaranteed legal protection.

Context: Albania was historically one of Europe's largest illicit cannabis producers — the Lazarat region produced a significant share of Europe's supply until a major crackdown in 2015. This history shapes how Albanian authorities approach cannabis enforcement today.

The Saranda situation: what tourists actually experience

Saranda has transformed rapidly from a quiet fishing town into one of Albania's fastest-growing tourist destinations. Social media and word-of-mouth about Albania's unspoiled beaches and low prices have driven a tourism boom that has significantly changed the city since 2020.

With that boom comes a common tourist misperception: that because Saranda feels relaxed and international, cannabis use is somehow tolerated or overlooked. The reality is more complicated.

Enforcement in Saranda is genuinely inconsistent. Many tourists report no cannabis-related police interactions. Others have encountered searches, questioned locals, or had difficult interactions. The inconsistency reflects varying police priorities and individual officer discretion — not a policy of tolerance.

Inconsistent enforcement ≠ tolerance. When enforcement is unpredictable, the risk doesn't go away — it becomes harder to plan around.

Coming from Corfu: the ferry situation

A large proportion of tourists visiting Saranda arrive by ferry from Corfu (Kerkyra), Greece. The crossing takes approximately 45 minutes — but it crosses a full international customs border with Albanian customs officials.

The Corfu–Saranda ferry is a customs crossing. Albanian border officials process all passengers. This is not a domestic trip — you are entering a new country with its own laws.

Greece note: Cannabis is decriminalized for personal use in Greece since 2017 — but it is still not legal. Possessing cannabis for a ferry trip to Albania puts you at risk in both countries.

CBD, hemp and grey-zone products in Albania

Albania is not an EU member — EU cannabis product rules do not apply here.

CBD products Albania has no clear regulatory framework for CBD. EU rules allowing products under 0.2% THC do not automatically apply. Do not assume a product legal in Germany or Italy is safe to bring across the Albanian border.
HHC, delta-8, CBG… Novel cannabinoids exist in complete legal grey zone in Albania. They are not clearly classified and a customs officer could treat them as controlled substances. Do not travel to Albania with these products.
